I’m not sure if I understand the concept of classroom leaders and I’m not sure if I agree that learners should become leaders.
In a few of my classes I have students whom naturally take charge. For example, they tell the other students to pay attention, follow the instructions or whisper (or shout) the answer to help out. However, they are not necessarily leaders.
We can support learners in the classroom by demonstrating what’s expected and letting the students (one-by-one or in a pair) take over the activity. The students whom are comfortable can do the first demonstration.
It’s very important for students to feel safe and secure in the classroom environment, to be able to participate actively and freely.

I think you should read all of the posts in this thread, you may well change your mind about the idea of leaders in classrooms, and leaders of activities. We have some great posts detailing exactly how it could benefit and more importantly from previous experience how it does benefit the learning process and management of the classroom.
