Ways for students to be active while being leaders

I hope that I had gotten this right or at least understood it right:
Teaching students regardless of what age of course requires planning and creativety in order for them to focus. However in order to have them become leaders as well will of course require even more activeties and know more personality about their abilities. That way you can know who is qualified in becoming a leader in the classroom for others. One area that one would have to consider would be use different activities or methods to access their knowledge, abilities etc while having them engage with the teacher. One way to do this would be to allow them to talk randomly especially when there is a fun activity or at the beginning of the school year/first few classes. One would find that the pupil who is more talkative or smart can be considered even if it is in their own language. Sometimes just allowing students to chat for a little time can be very beneficial. One problem with foreign teacher in China would be that there is a time constraint. They are pressured to do the lesson with myself included. Usually they only get one class a week and sometimes two. However I think I will try this approach kind of like a "5-minute" talk time occassionally in the taught language nevertheless.
Another way that we can encourage or select who can be a leader would is allowing them to use pieces of the language such as common phrases or popular expressions. Examples of these could be "I like to eat apples." Then the teacher can ask why do you like apples or where do you eat them. They often have the language in their heads but they do not know how to put them together. Another example could be "come on baby!" Then we can ask how did they learn that where did they hear it. That way the students can be more confident in talking without feeling shy or belittled. I did this in my last demonstraction with a 15 year old the week before last and it worked! Please take note that being a leader does not mean nessararly a class monitor or teacher, helper, etc. though it can be. A leader can also be helping another student (s) when they are in need. So it is important that we are able to understand our objectives and approach in developing leaders for the classroom. They are quite helpful for the teacher and too can able a time saver
